ISD said the teen was proud of his roles as the “spokesman” and “chief propagandist” in the in-game ISIS faction and said his actions in Roblox, such as shooting and killing ISIS’ “enemies”, were intended to mimic his desire to be an ISIS member in real life.
He uploaded three ISIS propaganda videos onto social media between late 2021 and early 2022 using his Roblox game footage, which showed the virtual ISIS factions carrying out attacks.
He added ISIS songs and superimposed images of an ISIS flag to create the videos.
On why different actions were taken against the two youths, ISD said the 15-year-old was assessed to pose an imminent security threat that warranted preventive detention, as he had considered conducting local attacks against non-Muslims.
“Had he not been detained, he would have gone on to carry out his violent ideations and plans,” said the department.
As for the older teen, ISD said he did not have intentions or plans to enact armed violence locally or overseas, though he still posed a security threat given his steadfast support for ISIS and armed violence.
“Both youths will undergo a comprehensive and holistic rehabilitation programme to counter the radical ideologies which they have imbibed and address their propensity for violence,” it added.
ISD said the pair had neither met Irfan in-person nor discussed plans to travel together, but shared their radical beliefs and support for terrorist groups, and tips on how to conceal their radical activities.
Both the teenagers’ family members were not aware of their radical views or support for armed violence prior to the ISA orders, added ISD.
